For free ads in your state and city with ticket number or address in voice mailbox there is wwwcraiglistorg with anonymous email replies to.
For dating that have to reply to ship them most of the time.

I think you are referring to ads which are given a code number or a post box number to which every respondent replies to. These are called classified ads and do not have any special name apart from being referred to as PO Box ads in some circles.
